The lower house of the parliament passed The National Capital Territory of Delhi (Amendment) Bill, 2021 on Monday and yet again it has slipped into the territory of controversy. The National Capital Territory of Delhi (Amendment) Bill, 2021 or the NCT bill was passed among heavy opposition in Lok Sabha and has yet again posed the ruling government against the opposition.
The bill was passed with the intention to clarify the roles of the Delhi government and the lieutenant governor.
What Is The NCT Bill?
Other than giving more powers to the lieutenant governor, it also has restricted the legislative assembly. The bill says that the legislative assembly cannot pass any law or make any committees to conduct inquiries with regard to administrative decisions. The legislative assembly cannot even consider the matters of day-to-day administration.
What Are The Opposing Views?
The NCT bill gives more executive and legislative powers to the lieutenant governor of Delhi rather than the elected government in the union territory. The bill also states that the “government” in the city would mean the “Lieutenant Governor”. This would entail that in the context of any law to be made by the legislative assembly, the lieutenant governor would have a deciding say in the matter.
Also for all the executive decisions in the national capital, the government will have to ask for the lieutenant governor’s opinion. The loudest voice against the bill was naturally the CM of the national capital, Mr. Arvind Kejriwal who took his contempt of the bill to Twitter. The tweet was as follows, “Passage of GNCTD Amendment Bill in Lok Sabha today is an insult to the people of Delhi. The Bill effectively takes away powers from those who were voted by people and gives powers to run Delhi to those who were defeated. BJP has cheated the people.” It was also contended that the bill decreases the decision-making powers of an elected government drastically.
The debate in the Lok Sabha was surely a heated one and my MP’s took to the floor to voice their opinions over the alleged unconstitutional bill. Shiv Sena Vinayak Rout stated that the bill was passed since BJP hasn’t won the state elections in Delhi for about 20 years now. Mr. Bhagwat Mann, the Aam Admi Party member said, ” The Centre is angry at the Kejriwal government since we didn’t give stadium to make jails for farmers. The Centre wants to run Delhi with the stick of Lat Sahab. This is the murder of democracy. The BJP should learn to lose”.
The rebuttal was presented by the union minister Mr, G Kishan Reddy. He stated that a false description of the bill is executed by the opposition. He also said that the bill is passed with the objective of providing administrative clarity in the Union Territory of Delhi.
