On Friday, the University Grants Commission, also known as UGC, released a list of fake universities in India. According to the UGC list of fake universities, 21 universities across India, including, Delhi, Uttar Pradesh, West Bengal, Orissa, Karnataka etc. are not entitled by the UGC act to confer any degree to the students. The fake universities list also counts the country capital, Delhi as having the maximum number of fake universities which is followed by Uttar Pradesh.
What Criteria Must Be Met By An Institution To Be Called As An University?
According to the words of the Additional Chief Secretary, higher education, Uttar Pradesh, Monika Garg said that every year the UGC declares a list of fake universities in India and the states concerned are directed to take strict actions against them. But, then, what criteria must be met by any institution to be eligible to confer degrees to the students?
- The first criterion that must be met by any institution to be eligible to describe itself as a university says that the university should only be established under a Central Act, a Provincial Act or a State Act or an institution deemed to be a University under Section 3. The criteria further state that any institution deemed to be a university under the state act or any institution entitled to special powers by an act of Parliament are also eligible to hold exams and confer degrees to students.
- The second criterion mentions that any person or individual, or any institution in particular is not allowed to declare itself a university unless they meet the first criteria. Universities which are not established following the UGC act should be barred from providing degrees to students.
UGC List Of Fake Universities – What Does The Notification Say?
According to the notification of fake universities list released by UGC on Monday, about 21 universities operating across the country have been described as fake universities. In its official notice, the higher authority quoted, “Students and Public at large are hereby informed that presently following 21 self-styled, unrecognised institutions which are functioning in contravention of the UGC Act, have been declared as fake universities and these are not empowered to confer any degree.”
The UGC list of fake universities mentions West Bengal, Odisha, Karnataka, Kerala, etc involved in this venture, besides the country capital and Uttar Pradesh!

According to the official notification released by the University Grants Commission regarding the fake universities list of India, 9 of these universities have been found operating in India, followed by 8 in Uttar Pradesh, 3 in Odisha and 2 in West Bengal.
